$13.17 of the base sewer rate per month per account is allocated for the new plant operation and
maintenance costs, and debt service for a revenue bond used to
partially finance the new wastewater treatment plant upgrade
project which began construction in 2012.
The $13.17 increase is broken down as follows:

$7.29 per month per account is for increased O&M
·
$5.88
per month per account is for the annual revenue bond principal &
interest payment.

General Obligation Bond Debt Service for the New Wastewater
Treament Plant |

|
| |
The new wastewater treament
plant project was primarlily funded by General Obligation (GO)
bonds over a 20 year period. The annual debt service
payments for the GO bond will be collected as a property tax
levy on property tax bills for River Rock sewer customers.
Landmark and Cobblestone are not connected to the sewer system
so these areas are not included in the levy area.
